A list of page sets can be selected from the top level company menu or a single page set can be select from the domain on which it is used.

A page set is a tree of pages that forms a website. A minimum of one page is needed, a top level index or home page. All pages are children of this of children of the children, etc. The URL paths and menus follow the structure of the tree of pages.

create new page set

This is available from the page set list. This create a new page set which comprises a blank home page only.

page set name

This is an arbitrary name used internally in administration to identify the page set.

edit pages

From the the page set page this leads to the home page of the set, From here the home have can be edited or a sub page created or selected.

delete ALL pages in the set

As it says delete the entire page set including any per page uploads.

clone pages

Create a clone of the page set. This is an exact copy of all pages, including any page uploads. It is not used by any domain being new. It will use all forms, libraries all galleries used in the source page set.

sub pages

The "sub pages" box shows the entire tree of pages. The links/buttons in this panel are used to select the sub pages. You can drag-and-drop to move pages.

You can move a page to the page set root, this create another home page or site index.  A website can only have one home page. Only the first, as per page ordering, is used as the home page. Extra home pages can not be viewed as part of the public web site.  Creating multiple home pages is purely to help administration, in effect it creates a copy of the page set within a page set, one could clone the page set and give it a new name, it is just a working practice choice.
